Discovered DD age 11 on live web chat on phone with 'friends' she has never met - (befriended via instagram). Am posting on teenagers page to see what those with teenagers say / do about this. How can I explain to her what the risks are? How can it be monitored / made safe / banned?

My older teens have grown up with the net. When they were younger we had strict rules about web cams and talking to people they did not know IRL. I definitely wouldn't have allowed that at age 11.
They were allowed to chat on games such as Runescape but not using Skype.
I am sure there is far more information about now on internet safety than when mine were first exploring MSN 10 years ago Grin.

DS2 now 17 has one or two on line friends he has played and chatted with for years but this was a gradual process.

Lots of useful info here:

Your DD is too young for social media. Children should not add friends that they don't know in real life, let alone webchat with them. Bloody hell.

No definitely too young. I have had to restrict the use of the Internet for my dd of the same age to when I am sitting in the room with her. I found her messages to an older man who fortunately told her she was too young to be chatting online to him and ended the conversation.
