Advice on buying a new computer for photo editing and printing

Hi, hoping someone can advise. My stepdad needs a new computer. He's a keen photographer, and all he really uses it for is uploading/editing/printing his photos. He's in his 80s and is finding looking for a new computer a bit confusing.
What should he be looking to buy in terms of memory/speed? Doesn't want to spend a fortune.

Rather depends on his budget, ability.

I would ask the following

  1. Does he intended to edit RAW files? (if he doesn't know what they are then the answer is no)
  2. Is there any particular software he currently has a license for, or is he happy to use something new.
  3. What is his budget range £300, £500, £750, £1000+
  4. Does he already have a suitable printer?
  5. What OS is he currently using? (Mac / Windows) or would he be happy to change?

1 - definitely a no
2 - He uses Microsoft photo editor
3 - £500 - £750 range
4 - His printer is good, he's happy with it
5 - OS is windows, he doesn't want to change
