How to stop the time being changed on a Mac or iPad

There used to be a way to do this using Screen Time. If you went Screen time > Content & privacy > Location services and set the time zone. But location services no longer comes up as an option. Has anyone got a way to do this?

My ipad seems to be blocked from changing the time zone now when it never used to be. It’s only ever been Wi-Fi so I have no idea how this came to be either.
