Cocktail Dress - please help me find 2 evening dresses

I am off on holiday in July. The last week of the holiday is a cruise and there are 2 formal evenings.

I have nothing formal in my wardrobe - so need to make urgent purchases.

I am 5'2, size 12 hourglass so sometimes a 14 on top depending on cut. Total budget for 2 outfits is £400. I have some lovely silver sandals which I would like to wear and some black sandals as alternative.

I hate my arms and I get freezing cold so some cover (shrug/bolero?)for during dinner please.
