Can someone explain what dark highlights are please?

Heard about these a few days ago on FB. Are they good? What's the difference between dark highlights and low-lights??

Lowlights are done in the same way as highlights but the colour used is darker than your natural colour, whereas with highlights they are lighter than your natural colour. I think "dark highlights" probably refers to lowlights.
