I haven't checked the garment measurements but thought maybe a small would be ok as you claim to be small of nork?
I think short would be fine as you could wear it over jeans/leggings - it might be a bit full on a dress with tights anyway.

Yes, am small of nork but gargantuan of bum - and have horrid tree trunk legs/ shapeless knees - esp at the moment - so really couldn't go that short.

Tell you what, you buy it. Wear it to death and I'll buy it from you at the end of winter when you're sick of it and I'm skinny again
