I think over would be odd but it is fine to wear under the eyeshadow- especially if you are using pigment rather than pressed eyeshadows- I use vaseline as a base under Barry M dazzle dust and it helps it stay much longer ime

I find it irresistable Dd too, she is only 5 but can't walk past the stand without spreading an invariably garish colour all over her eyes. Have you tried Lauren Luke's videos on Youtube? She has lots done with Barry M, and when I'm off on a night out I set my laptop up by my mirror and follow her doing her makeup. The only way I don't look a total tool when I'm wearing proper eye make up

Grrrr this has just reminded me that dh STILL hasn't put up my special magnifying mirror which I now need to put on my make up every morning. This means I went to my new, gorgeous, sophisticated, slim friend's house looking like this.

Vaseline over shadow is not good, all slidey and messy.
Vaseline on its own is lovely though.
I am absolutely in love with this atm, gives a lovely glossy look and stays put. I've got it in black pearl which is a sheer, smoky, purply colour. Its great for green eyes.
Chanel ombre d'eau is a great glossy look shadow too.

Does the Bobbi Brown one crease? Benefit's She laq is rubbish don't buy it. It is supposed to keep lipstick, eyeliner, eyeshadow and mascara in place and stop it from smudging. It doesn't.

Slightly off topic but the UD Lip Primer Potion and Brightening Complexion Primer Potion are quite good.
