Winter boots for really tiny 18 month old

We are going to Switzerland for Christmas and I've been looking for ages for a pair of nice (pref waterproof) winter boots for ds2 for the trip but also which can be used for puddle-splashing etc at other times.

He is 18 months but really tiny and has size 3 and a half feet (he is the size of an average 9 month old).

Most places seem to start their smallest sizes at size 4 for winter boots and these fall off him.

Does anyone have any good ideas please?

I just bought these for my toddler and they are great! Not sure what size they equate too, but I think the 18-19 might be right for you.

try muddy puddles - I got sent a catalogue from them recently

The link I did was for muddy puddles. I meant to say as well that my son is a size 5 which is a 21. But I bought the 22-23 and they are fine for him. I would guess the 18-19 must be a size 3-4.

The boots are very sturdy and would be great in puddles.
