Why would a swimsuit 'skirt' have "Not to be worn by any one under the age of 14" on it

It seems very odd to me

But DD liked it - it is quite modest (it may not fit - she is trying it on)

But the note on it seemed very

IRRC its something to do with possibly getting caught up in pool filters or summat

How bizarre - as presumably a 14yo would struggle as much as a 12yo in those cirsumstances

maybe the numbers are the wrong way round?
