Dry skin brushing (again)

Has anyone found that when they do dry skin brushing, the growth of their hairs slows down?
I started 2 weeks ago and the hairs on my legs seem to grow much more slowly and the ones on my arms look more fine and blond?
Is that possible?
If so why?
