What would you class as smart casual for a woman at an evening reception?

Am off to an evening reception tomorrow evening but I have no idea what smart casual is! Last time I went to a evening reception I was over dressed, please help!

Do you have a nice wrap around dress you can wear with some mid-size healed shoes and a chunky necklace?

or a pair of smart trousers with a more dressy top? and a great pair of shoes?

pop down to the supermarket at lunchtime and spend 20 mins browsing Cosmo or Glamour magazine. Bet you'd get some ideas there!
