What does "frumpy" mean?

People on MN use the word a lot. I am a foreigner so I don't get it. For frumpy I think

">50-ish woman in shapeless dress, no tights, lifeless breasts, flat personality-less shoes, probably growing a mustache. Short salon-curled hair."

What does "frumpy" mean to you?

If Lands End catalogue is frumpy, then is all outdoor wear frumpy? Is all sportswear frumpy, too?

Cherry, I don't get worried about being frumpy because I don't dress like I described in OP -- thought I might qualify under another definition.

SIL is frumpy. She is always impeccably neat, she wears quite pretty clothes and is quite attractive in a mousy way but she is frumpy. As it happens I don't think she would give a flying toss what I think as I am sure she thinks I'm a scruff
