How do I stop my liquid eye liner going all over the place?

I recently bought a liquid eyeliner, black with glittery bits. Its gorgeous, but I find when i put it on my top lashes and then I open my eyes, it leaves me with a black line half way across my eye make up!

I tried to dry it with a hairdryer and it ended up splattered all over the place. Don't quite know what I'm doing wrong . This is when I put a small line above my top lashes, kind of where you put your eyeshadow if you know what I mean.

What do others do?

I wander round with a startled expression for about 2 minutes until it dries

close your eyes and lie down for a couple fo minutes

Bobbi Brown gel eyeliner is fantastic as it dries very fast.

leave it to dry for a few seconds before opening my eyes wide. sounds gorg by the way... where's it from?

but it really shouldn't take more than a few seconds to dry...

I actually bought it for a Halloween party as I was going as a kind of vamp type thingy. I bought it from this Ebay Store here

She doesn't seem to have the exact one I ordered which was called Go-Black glittery liquid eye liner, but I notice she has a similar one.
