or is mine particularly bad quality..bearing in mind I paid a fiver for it

Cheap waterproofs don't let your skin breath. It's like being inside a plastic bag, you sweat and get wet - and where your clothes touch your coat, you'll get wet patches.

You need a breathable waterproof. But you won't get one for a fiver!
