I would keep everything plan except maybe some nice vintage-y dangly earrings.

I am not sure a cardigan would look nice - that neckline of the dress may be quite hard to team with a cardigan neckline. Maybe better a fitted little jacket?

Yes, I'd go for black - shoes, a clutch bag. Maybe some sparkly earrings, but not dangly. The dress is lovely but quite busy, IYSWIM, so I'd keep everything else quite understated and simple.
