Thick black chins hairs seem resistant to IPL. What else can I try?

I've used my Phillips Lumea for years and it has worked well on my legs and underarms but the bastard wiry fuckers sprouting from my chin aren't budging.

Is there a secret technique I can try? Or a different method that kills growth? I don't want to pluck or wax because of the ingrown hairs and I really don't want to have to shave my face everyday.

Is electrolysis/laser the next step?

I had a Phillips Lumea for 8 years and loved it. It changed my life from having to shave my legs every day to only shaving every couple of months.
I started getting the odd hair growing so kept using it but then the last Prime day decided to treat myself to a new IPL device. I bought an Braun Smart I Expert and the results were night and day.
I couldn't believe how effective the Braun device was and ouch it can sting sometimes but I don't mind because I know it's killing those fucking hairs.

Maybe it's time to get a new IPL device?

I'm tempted to get a new IPL device but it's a lot of money if it doesnt work.

Have you had any success with any thicker/coarse hairs with either device or do you not carry the witchy gene?
