Are cheap Amazon IPL devices effective for underarms, top lip and bikini line?

Are the cheap Amazon IPL machines any good? Looking for firsthand experience as the reviews are making me suspicious. For armpits top lip and bikini line. I have the perfect combination of fairly light skin and very dark hair.

‘Electrical and cheap’ from Amazon (or anywhere else where anyone can list) is a bad combination at the best of times. especially not for use on the body and even more so on the most sensitive bits …
