Keeping concealer in place when putting blusher on top

I have some minor discolouration on my left cheek, it covers easily with concealer, then I seal this with powder. But this is exactly the area where I also apply blusher/bronzer, and no matter how carefully I apply it, it seems to remove some of the concealer? Using a blusher brush seems to sweep it away, I’ve also tried using a cotton wool ball to carefully dab blusher onto my cheek.

I have also tried touching up the concealer after applying blusher, but that cancels out the blusher colour. Any suggestions?

Start with primer, then put on 1.concealer, 2.foundation, 3.blusher. End with setting powder or spray, depending on your preferred finish.

Foundation and blusher ideally, should be the same formulation ie, either both powder or both liquid/cream, as putting a cream blusher on top of a powder foundation will cause dragging. It's easier to apply and blend in blusher using a sponge.
