Just that. Is it a peelable gel base (needs a light) with normal Polish and then an optional gel top coat?

Can you use the colours without the base and/or top?

It's both. The do led gels and normal varnish. I'll be watching with interest for any reviews from mumsneters who have used it because I want to try the normal varnish of theirs but don't want to waste my money
