Surely having a big bust plus those large puff sleeves would make the wearer look top heavy, unless the person is very tall and slim ... but then the blouse would be too short...
It's a problematic choice for a black tie event.

OP this dress in navy has been one of my black tie dresses for several years. It's been to black tie industry events and it's first outing was all day, black tie wedding in a private members' club in Mayfair. It's never looked out of place- far from it.

I think the material makes the difference- not the length. Heavy silk, satin or jacquard isn't every day wear. I have a similar, long- sleeved one in green and navy silk jacquard

It’s a very pretty outfit for a wedding but it’s not black tie.
Something cocktail length or evening gown. In black, navy, a jewel colour, grey or silver with some subtle sparkle etc.
Could get away with floral if a gown style eg the Rixo Rio ruffle dress or similar
