Hair doesn't grow

I feel like I'm going crazy but the sides of my hair never grow past a certain length. This has been the case for years after me getting a layered cut. Even though my hair is now below shoulder length, The fronts are like eye level then next is my ear.

I don't dye it anymore, I have stopped heat. I am at the end of my tether and it upset me this bits are so short. Can anyone help?

Wee update. The clips / Kirkby grips are helping me not play or damage my hair as its not getting shorter. But I don't feel like it's growing any more.

I suppose this is the life cycle we spoke about? Annoyed as the rest of my hair is actually starting to look like it's growing more.

I decided to get it cut chin length again to start fresh. Always feel so confident but know I'll be annoyed once it grows a little bit but not much ahain
