Smart/casual-work appropriate outfits for Qatar trip?

I'm visiting Qatar this winter. I understand I can't wear anything figure hugging, or anything that shows shoulders/lower chest/above knee. Despite it being winter it's set to be 29c!
Can anyone recommend outfits/styles that would be smart enough for work - smart/casual ? I had my trusty sleeveless shirt (sort of like a waistcoat) in mind but apparently this is no good!
Also does anyone know if sandals are OK to wear?

Hi, here’s what I relied on for the UAE:
1- light layers, outside is scorching but there’s AC everywhere inside so you’re going to need a long sleeved non wrinkle shirt to pop on
2 - bigger structured bag like a tote to shove layers in :)
3 - light colours and breathable materials that don’t stick to you
4 - shoes over trainers if you need to be professional
5 - carry a single colour crinkled hijab scarf to cover your head if you’re visiting an official residence or over your shoulders if the dreaded AC ambushes you, carry in that tote 😀
6 - consider an ankle length long shoulder open “kimono” style cover up which can be a long shirt dress, long shirt or anything light and airy. Why I suggest this is that underneath you can wear pretty much anything and you’re good

I’ve only been to Qatar in the height of summer for work and I wore midi dresses with short sleeves, smart sandals and smart cardigans. You will want to layer up indoors as the air conditioning is effective (and in some outdoor areas too).
