When/where would you wear this dress ?

Abroad in the day or eve ? if in the day then the sleeves are too much if its really hot ?

The material is not soft and floaty, more like a blend of linen and cotton.

Any of the above. I prefer wearing sleeves in summer too. I don't find sleeveless makes me any cooler and I prefer to keep my shoulders protected

I'd wear over swim wear at the beach.

It's the type of dress that wouldn't look out of place on a beach slung over a bikini or in a restaurant in the evening (dressed up with heels and jewellery and lose the tie).

Very versatile. I think you could wear it just about anywhere.

I wore just that sort of thing in the evening recently in the Caribbean.

Well the price or link to the website wasn't in your OP, just the pic and description of it being linen and cotton! I assumed it was a thin dress you throw over swimwear.
I like the top half and sleeves and it could be dressed up with heels for a restaurant/evening. I don't like the short length though and would worry when bending over or sat down, that it would ride up. You might have better legs than me though 😀

Casual holiday dress. I like sleeves as my shoulders burn easily.
