Present help - preteen skin care for very sensitive skin

Hoping someone has some genius ideas as I've no clue where to begin.

DD (11) has painfully dry skin on her hands, prone to eczema, but copes by using hand cream and wearing gloves when it's cold. I'd like to get her an intensive moisturising set - the kind with a nice smelling hand cream and cotton gloves to sleep in. Are there any out there that aren't for old ladies/gardeners?

DD (13) wants lip gloss. She's currently using a pure beeswax, unperformed, uncoloured lip balm as she had bad reactions to vaseline and Nivea. I suspect she wants to try makeup but is wary as she's had reactions to supposed hypo-allergenic brands. She's using Cetraban moisturiser which the pharmacist prescribed for her last time she had a reaction.

Are there any products/brands out there that are suitable for young teens/preteens that will hopefully not cause reactions. Hopefully not stupidly expensive in case we have to bin them.

Thank you!

O’keefes is the best thing I have found for hands. I wash mine so much my skin splits and a couple of evenings repeatedly rubbing this in heals it so quickly and then prevents more splits. This is out of stock at boots but you can get it lots of places.

They do an eczema relief one but I’ve not tried that.

I like burts bees for lip care, they do some with nice subtle tints and they say natural ingredients

I also like the Burt's Bee's colour range of pigmented beeswax based lip balms, but not sure if they would be glossy enough? I like the rose coloured tinted one, its quite subtle but the colour can be built up and doesn't smell of anything. Burt's Bee's also do a lip shimmer balm stick but that smells of peppermint.

Also Dr Haushcka and Lily Lolo both do none petroleum based lip gloss but I've not tried either of these brands.
