Dress for Royal variety performance

Tickets state black tie, does that mean I need a long dress? I'm totally clueless as to what to wear and this is a one off treat for DH and I. I'm size 16, tall, good boobs, do have a waist (just), don't want to expose horrible arms .
Any help much appreciated.

Would previous performances be say on YouTube showing the audience to give you a guide?
