Can a high rise waist be tailored?

I have some fantastic cords with a very 'bunchy' fully elasticated waist. They have two side pockets and fit beautifully apart from the lumpy waist which is so high on me it is close to my breasts - not a good look.

Is it possible to take them to a tailor locally and have the waist lowered and re-elasticated at a level that works for me? If no, they are useless which is such a shame.
If i fold the waistband over it sits perfectly and really flatters me, but of course this has the effect of making them even lumpier so I can't just go with that.
I can't find anything to replace them in quality or shape, so buying some others won't fix it either.

I imagine it might be too complicated a job?

Yes, should be doable. No idea about cost but I can't imagine it would be too much, there's not a whole lot of work in it.

Ah sorry, I replied before seeing the picture. With the fly and pockets it'll be more work, and it might look a bit odd shortened but I suppose you've already seen that when folding them over.

Thanks @botemp. I would be happy to pay since they are perfect. I have searched high and low for good quality cords that have a slim tapered leg and these are ideal, so would be cheaper than finding a new pair that fit the brief!

Oddly, on me the rise is so high that turning them over look much, much better! They don't look strange at all. In my opinion the rise is higher in real life than the pics suggest.
It also doesnt take much from the pockets either, and the fly is 'fake'.
