Smart black trousers (skirt?) for dinner date celebration

I have a dinner date to celebrate a personal achievement coming up in November and I’d like to wear the top in the pic.

But I struggle finding dresses for the cold season and skirts in general, so maybe the solution is a good pair of trousers that don’t look like office uniform (maybe a slight bit of shimmer)?

Or a pair of smart beautiful jeans…

Any ideas please?

I’m usually size 8/10 but with a bit of belly and not enough bum (if that is relevant for shape)
