Long boots for slim calf’s but thunder thighs?

Every year I tried to wear thigh highs and every year I fail, my thighs are big, but my calves are quite a nice size, so boots just end up slipping down and bunching up really low!

I have very slim calves, 32cm, and only DUO Boots will do. Don't know if they do a thigh boot tho.
