How to get hair like this?

my hair is long and blonde but tends to look a bit dull. When I use serums, it almost makes my hair bunch up and stick together so it’s not as swishy as the video. I don’t know how to blow dry my hair properly which doesn’t help!

Do you use straighteners? They will be needed for this look.

I do but my hair is still a bit puffy/frizzy almost. It’s not sleek and shiny, possibly a bit colour damaged but not overly so
