Black tie dinner, hourglass size 18-20, what to wear?

How tall are you?
If not tall, wear one colour.
Either way, full length, a dress which emphasises your waist.

You could go for formal trouser suit but honestly it's pita trying to find good ones, so I would stick with a dress.

Long empire line dress i.e. skirt falls from under the bust. Hides a multitude of sins and makes you look taller (and therefore slimmer)
A bolero or shawl if you're self conscious about your arms and your dress has no sleeves.

I’d go for full length if it’s black tie. Phase eight have some nice options here I especially like this one.

This phase 8 dress is pricey but stunning and would really accentuate your bust and waist. I love the half sleeves to give a bit of upper arm coverage!

Definitely check out Scarlett & Jo. I'm similar build and wore a Nancy Marilyn dress for a black tie dinner - it has a wide elastic internal waistband that gives such a good shape, it skims the over-curvy bits and was so comfy to wear. They have a lot with sleeves as well.
