aargh ive bought a high waist pencil skirt

andi dont know what to wear with it

needs to ahve sleeves

and cos im such a short arse the high waist is sitting just under tits (which are large)

A blouse, tucked in or other tailored top again tucked in. Next have some nice styles in their formal work wear range.

a strongly coloured fitted shirt

i wear my pencil skirt with a tucked in fitted satin purple shirt, and wear a corset belt with it, along with heels

High waisted skirts are a formal look though and imho should only be worn with a tailored top. Anything floaty will add bulk and distract from the fitted waist, make you look top heavy and as though you didn't pull the look together.

Think Victoria Beckham, she wears a lot of highwaisted skirts etc.

this is not my kind of thing, but you could have something similar , and have the buttons opened more

when i wear my get up i usually have the buttons opened to the breastbone, and a nice bra revealed underneath

i dont have the boobs of vb
