What powder under eyes to stop eyeliner smearing?

Given I have a drawer full of eyeliner I bought in an attempt to find the holy grail of smudge proof eyeliner (it’s the Eyeko felt tip one by the way), I’ve been trying to use them up and have been putting HD powder under my eyes to stop the smudging. This mostly works.

My HD powder is nearly done and this is pretty much all I use it for. Is there anything else that I should be looking at?

Not what you asked, but I find the Urban decay eye primer is better at keeping eyeliner in place than any powder.

I have oily skin and also use a primer for this. I find this one works fine and is cheap!

Rimmel primer

I use RCMA no colour powder, I also use the UD primer potion.

I get watery eyes a lot and the Nyx waterproof eyeliner never smudges

Oh perfect- sounds like a primer is what I’m after rather than powder!
