How can you look smart/well dressed on a budget?

I was driving through a lovely town in the U.K. recently and couldn’t help but notice how well dressed the people of the town looked especially the women around my age (late 40’s).
Its an affluent town so obviously people there have money and it shows in their clothing etc. Nothing looked like it came from a supermarket!
I don’t have the kind of money these people probably have but I’ve lost my sense of style now I’m in my late 40’s and would really love to smarten myself up without looking like I’m off to the office (I have a non office based job so always dress casual).
I am a size 10 and around 5’4 (used to be 5’6 am shrinking!!). I have very slim arms and legs but am a rectangle shape so have little definition in the middle area.
I have fallen into the trap of wearing leggings/skinny jeans with t shirt or sweatshirt and trainers. I wear way too much black, it’s my ‘safe’ colour. I have blonde hair and a pale complexion so black is probably quite draining but colours and beige colours frighten me - lol!
I want to create a different, more grown up (NOT old and frumpy) look for this coming Autumn/Winter and forwards for when I hit 50 next March.
Obviously, well groomed hair and nails, nicer accessories/bags/shoes are a must but what else do you need to look good?
I am not a ‘dressy’ person so would still need that casual/comfortable look/feel.
Should I go for a capsule wardrobe with a few basics? Stay away from loud patterns etc?
How can I do this all on a budget? Vinted/E-Bay?
Anyone out there how would say they dress casual yet smart and carry this look off well? What do you wear?
