what does it mean when a person says their skin has a bit of texture in one spot?

Just that really. This has been bugging me ever since I saw a video from some youtuber and she described this patch on her forehead. I couldn't see anything. I've since come across others saying this. What does it mean?

I would assume they mean it’s less smooth than the surrounding skin? Maybe a bit dry or rough, or maybe bumpy?

My guess would be a dry or oily patch as they feel different to the rest. I have drier patches on my forehead and chin you can't see the difference but when I run my fingers over the it definitely a different texture
