Longer line teen crop top/vest top?

Hello, maybe not exactly the right area to post but I'd be grateful for any help.

Average height but skinny as a rail DD11 is just starting to develop. No boobs but definitely breast buds.

I've been trying to find longer-line crop tops, ideally very slightly padded or thicker than a vest that will provide something 'fitted' (and warmer under school polo top/t-shirt).

We've tried shorter crop tops that stop mid-ribcage and she found them uncomfortable - they just ride up, she's nothing to 'hold' anything in place yet.

But she wants something more than a thin un-fitted vest.

Padded also seems a bad search term as what comes back are fully padded vests with big inserts - no good.

Any ideas welcome! Have tried the usual - M&S, JL, matalan...

Not longer line, but lightly padded (padding is removable) and don’t ride up on my skinny 12yo (she wears the 9-10 ones):

Check out H&M sportswear line - they have these 'crop tops'/bras which are quite longline, they have lightly padded (removable) cups and the material is a bit thicker as well.
