Plastic in seam of really lovely dress - making me itch!

Back in late spring (lockdown) I bought a leopard print shirt dress. I wore it once for an hour but it's quite heavy so I put it to the back of my wardrobe to wear when it got colder.

Now I've worn it a couple of times and I've noticed that I get really itchy around my upper waist.
I've looked at the dress just now I noticed that there appears to be plastic inside the seam. I have enclosed a pic.

I have many dresses from this company and have worn their stuff for years but none of them have this in the other seams.
I can't really wear it and I'm gutted. If I sell it on eBay I would be selling something that might make someone else itch.
Should I speak to the company and ask for a refund or is there something I can do to make this seam less itchy.
It cost £100 and that was with a 20% discount!

Is it an elasticated bit?
Two things spring to mind:
wear a vest/slip under the dress
If it isn’t elastic use wonderweb to attach something softer over the seam
