Winter trousers and cosy leggings for tall, skinny 9 year old girl

She’s size 12 years for height, but more like 6-7 waist/hips. We’ve always struggled to find bottoms that were long enough but not hopelessly baggy, had some luck with Next and Gap who seem to do skinny and tall quite well for the under 10 crowd. However, now she’s getting into the preteen sizes everything seems extra big round the hips and bum, so waist- adjusting trousers aren’t cutting it! I need some thick stuff for winter, velvet or cord or denim. And why don’t they make lined trousers for girls? Got a bunch of them for my uber tall 7 yr old son, but are girls supposed to freeze in cotton leggings?

Primark do amazing thick fleece lined leggings in the adult section. My eldest DS wore them on freezing cold football pitches for years
