How can I accessorise what I am wearing (a bright blue cotton day dress - see pic) to make it look more black tie?

I was thinking I could buy a bow tie and wear it round my neck like a necklace? And wear some very high black heels?

If you can get somewhere to buy a bowtie, buy a dress instead. You will not be able to make that dress look suitable for black tie.

Very high heels and very glamorous hair/makeup.

Do you have a black pencil skirt you could layer over a dress to make an outfit?
