Boots for wide feet and skinny calves

I'm desperate for some smart black knee high flat boots - but have wide feet and skinny calves. I'm also only 5 foot, and tend to find boots gape at the top, whereas I love a snug fit. The foot cant be suede as I have a fair daily commute which involves walking in the Manchester rain!! Any ideas?

I would try Duo - duoboots.com. If you email they should be able to tell you which have wide feet. And the calf sizes start at 30cm.
