Busybean - I love Bobbi Brown - they are really great for natural make-up. Make up makes one look 'groomed' esp if subtle and pretty.

Go to the best hairdresser you can afford and consult with them about cut/colour. Best to explain that you need a really good cut that is low-upkeep (ie doesn't take much styling) if you are not that up for faffing (I'm not myself!) Colour is really nice to lift a hairstyle.
Try a personal shopper and be prepared to hand yourself over. If cash is an issue explain you want one outfit but wish it to be the basis of a capsule wardrobe that you can add to as and when you can afford it.
Or take a stylish friend shopping and be willing to try on things she picks even if they ar not what you usually wear. As long as they are practical for your lifestyle, you might find yourself in some outfits you wouldn't have picked out for yourself at all.
