Calzedonia has lots of different styles of tops & bottoms Calzedonia swimwear. They have one bikini top that is one shouldered with a frill which might work. The bottoms are sold separately so you can buy what suits & fits you best.

OP I can share your pain. I am very flat chested after breastfeeding. It’s actually reallly getting me down. I’ve been measured as a 28D, which means it’s nearly impossible to find a bra and all they do is seem to emphasise just how tiny my breasts are.
