Help me find some clothes to wear (apple shaped & short)

I really need some help finding some clothes to wear. I went to the shops today and tried to find some jeans that fit and a couple of tops, but walked away empty handed. I currently have a couple of pairs of jeans that I am constantly pulling up as they fall down all the time but no other trousers. My tops are OK, but I could do with some new ones as most of the ones I have are a few years old and are looking a little tired.

I'm a short (5'4"), fat (18/20) apple shape, closer to 40 than 30. I'm a classic apple - reasonable legs and arms, I carry most of my weight around my stomach and as an added bonus I have a large bust (36J, properly measured at Rigby & Peller / Bravissimo). I also have to joy of a flat back and no bum. I also have no shape to define waist and hips (hence the jeans falling down issue). Basically I look like a sack of spuds in anything I wear. In addition, I had my colours done a few years ago and I'm an Autumn so suit chocolate brown, teal, greens but no black. I'd also prefer not to show my décolletage, as I'd like to prevent further sun damage to that area.

I'm currently losing weight (slowly) and exercising, so I don't want to spend a fortune but I'd like a few things new things to help me feel less of a mess. I'm a SAHM, so need practical everyday clothes. The jeans i tried on today looked awful - to get the size i need to fit my stomach, there is loads of excess material swimming around my legs and bum.

I did try a personal shopper a few years ago and was completely underwhelmed by the experience tbh. I ended up with loads of random bits, none of which went together and there was no advice given. So if you were me and had find something to wear what would you choose?

You sound very similar in height and size to me (although I have the added bonus of a big bum these days)
I have given up on jeans. I now wear denim leggings instead - not jeggings. The ones I have are from Next and are very stretchy pull on style.
I used to wear a lot of tunics but these days I am going more for things that are just long enough to cover my tummy and I think it is more flattering.
I bought some v-neck jumpers in Primark that are slightly longer at the back and I wear them over long vest tops and add a scarf.

Leggings
These are the best solution I have found, stretchy enough to fit my waist without being too big on the leg.

Thanks I will take a look a to hoses. I always worry about the length of tops when wearing leggings.
