Where can I get one of those skirts with little frill?

Saw several women wearing them from my vantage point at the top of the bus (where I get all my style tips ). Slim line skirt with small frill at bottom. Any ideas?

Do you mean like a sort of fishtail "kick" at the back? If so, Kookai had some today; sort of pencil skirtish but with that cute little kick. They were in the sale though and none in my size (looked at the sale only; first time I've been in Kookai in about 10 years!).
