Hot brush or curling tongs for very fine short hair? What should I buy?

Hi! I've got very fine thin straight hair recently cut even shorter than usual- about 2inches at the longest and very short at the neck. It looks best with some movement or wave in it, but it is now too short to use my old 'little big hair' dryer. I have been just mussing it up with mouse and blow dryer, but it falls flat in no time, and looks rather pudding basin- like once flat.
What's the best way to quickly style it? The stylist used curling tongs - but I'm worried heat may ruin what hair I have left if I use tongs regularly.
I wonder if a narrow hot air brush would be suitable - or perhaps curling tongs. Do I have to worry about temperature ( 210 or 220degrees- can I get cooler?).
Any advice from other with very short fine thin hair?

My hair is not short but it is fine. I use dry shampoo at the roots for volume.
