Sleeveless linen shirts from Uniqlo and Jaeger (usually found on eBay) are very good over shorts. Is that what you mean?

I fit the description but don't really wear shirts on holiday. I do wear shorts (Bermuda from fat face), t shirts/vests (from everywhere) & dresses over swim wear.

I second fat face shorts, am 5' and size 14, they fit perfectly, last ages and are very comfy.

If you want dark denim shorts there are some brand new Fat Face All Calm Bermuda Denim ones on EBay. Pic the same as current FF website but £12.99 instead of £40. I've just bagged a pair!

I don't wear shorts, I don't think they suit that sort of figure at all. Shirts and dresses all the way here.

Gap and Banana Republic do lovely cotton shorts which suit that shape (my shape)
