Hair removal - IPL/laser in Oxford? Any recommendations pls?!

wondering about difference between 2 (or is IPL a type of laser treatment??) and which is better for permanent removal of upper lip hair. Also, anyone recommend somewhere in Oxford please? Thanks!

I've just had my first IPL treatment with No+Vello at a clinic in London and think I heard they are opening new clinics up in several locations - may be worth asking if they are in Oxford www.nomasvello.co.uk/
They explained to me that laser only treats certain types of hair and IPL is much gentler and less painful. IPL works on flashes of light and kills the hair from the root but I'm not sure how different that is to laser.
After years of painful waxing and spots from shaving, I'm just keen to try anything to be fuzz free!!
