Hair wax or gel for fancy dress

I'm going to a fancy dress party as fox Robin Hood and just need to buy some wax or gel to shape my hair into a fox's tail. It will have white spray colour on too so will have stiffness from that.

Also do I wax then spray colour or vice versa?

And I have a green dress that I need to make some small holes in the top to put a cord through. How can I deal them or should I just not worry as just for one day? Just made with scissors.

HELP I'M USELESS!

No idea about the hair gel (But would guess wax first then spray with colour because applying wax afterward will mess/dilute the colour)

but regarding the cord in the costume, this is what you need:
