Eye cream/gel to minimise lines that won't cause puffing?

Does such a product exist? The majority of eye creams and gels I've tried over the years may have often improved the look of fine lines but made my eyes look puffy in the process.

My eyes are a bit on the sensitive side and my hayfever is bad this year so that has a lot to do with it, but surely there's something gentle and effective out there that won't cost a fortune?

I use Boots Cucumber eye gel. I am in Australia & get loads brought over when Mil visits or if DS goes back to the UK. It isn't very expensive. I have sensitive eyes & am fine with this.
