Normally I can get away with just an extra vest (the M&S ribbon trim ones are the business, esp the fleshtoned ones under white shirts), but I wear unglamourous Damart stuff when skiing etc. Also worth looking in Tchibo - their stuff is often good value.
I seem to remember NQC swears by merino wool longjohns, but I find wearing long socks under trousers stops ankle draughts without undue warmth in the, um, bottom area.

I've heard eating a big yorkshire pudding helps ... half with gravy, the other half with golden syrup.

Seriously, yeah, my kids wear merino undies. They're nicer-looking than normal thermals, and very warm. I might give in and get some for me, I'm really feeling the cold this year ...
