Online sites that make prom dresses (specifically Topwedding). Ok or avoid?

For a prom dress for dd. I can't decide whether this is risky or not. Been looking at a site called Topwedding (but they don't just do wedding dresses).

I ordered some tiaras from TopWedding they didn't come and when I chased they said they were out of stock but they hadn't bothered to tell me. That said they did refund my money, once I said I couldn't wait for them.
Its all from China and the emails are in very broken english, Im not sure Id risk it for a prom dress to be honest.

I didn't for DD... I worried it wouldn't fit properly, for a start, and the logistics of trying to return it. I went local in the end.
